Summary:
The purpose of this paper is to make an attempt to analyze and theoretically approach the
effects and the interaction of the Covid-19 pandemic with the pre-existing crisis of the
immigration issue in Greece and in Europe. Managing a crisis amidst a pre-existing crisis,
taking into account the complexity of the factors that change over time and the specifics that
characterize each crisis, is a major challenge at national, European and global level.
Chapter 1 describes the history, characteristics and peculiarities of the two crises. It
also summarizes the measures taken by Member States to deal with crises, as well as the
impact of these measures on human rights.
Chapter 2 describes how Turkey is using the immigration issue to achieve its foreign
policy goals, especially in the midst of the Covid-19 pandemic. Also, the hybrid nature of this
«instrumentation» and its emergence as an extremely useful and effective «weapon» is
briefly analyzed, especially when not addressed in the appropriate way by Greece.
Chapter 3 analyzes the institutional framework for Search and Rescue in the Aegean,
the possible threats to the sovereign rights of Greece and to the external borders of the
European Union, during the management of the two crises. In this regard, the role of the
FRONTEX Organization and the importance of the creation of a European Border Guard-
Coast Guard to deal with the two crises are presented.
Chapter 4 reflects the conclusions that arise after the above data and analysis, while
then we come to some suggestions that may be helpful in understanding and managing the
two crises.
Finally, the 5th Chapter is the epilogue, where all the above are summarized and the
resulting reflections are captured.
