The role of the General Secretariat of Civil Protection (GPP) in the management of the pandemic.
Summary:
In addition to the staggering number of deaths, the COVID-19 pandemic has had, and
unfortunately continues to have, significant effects on the global economy, disrupting
social cohesion for a third year. Work, education, mental health of various social groups
and family planning are just some of the areas that have been hit by the bad effects of the
pandemic and early mitigation efforts, such as hard and complete lockdowns. As partners
in the International System, the EU and Greece have been called upon to address the
aforementioned effects by demonstrating their reflexes and implementing actions and
plans based on their available power factors. When comparing their answers, an inverse
comparable pattern appears. On the one hand, the EU started with humiliation and an
obvious lack of coordination, cohesion and determination to make choices, but it soon
found its way as actions and political decisions reflected economic solidarity in the

context of European integration. Greece, on the other hand, was described as the "success
story" of the first wave due to its quick and bold response, which helped level the
pandemic curve, but was later exposed by the poor preparedness and resilience of the
national health system. The aim of this research is to examine in depth the policy of the
General Secretariat for Civil Protection of Greece, ie the steps taken to address the effects
of COVID-19. Despite the negative outcome and any persistence in its strategy, it is
estimated that Greece has the guarantees to successfully emerge from the current crisis
and, using the protection mechanisms and recovery tools provided by the EU, to become a
"green and digital success story” while improving resilience and health preparedness for
future challenges.
