Summary:
The outbreak of the COVID-19 pandemic in Europe has led to human tragedies, restrictive measures and unprecedented social unrest and economic slowdown. Despite early detection and strict public health measures taken in China, the spread was rapid. Europe became quickly one of the worst hit areas by the pandemic, with European countries such as Italy and Spain being at the top of the world ranking in terms of infectivity and mortality during March and April 2020. The initial prevailing surprise gave its position to strategies for protecting public health and supporting the economy at European Union level. European Member States have adopted national policies to limit the transmission of the coronavirus, as well as communication strategies to raise public awareness of the prevention and protection of individual and public health. This thesis summarizes how the virus from China spread to Europe, and how gradually through main clusters it spread to the seven-member states of the European Union: France, Italy, Spain, Germany, Belgium, Sweden and Greece. In the field of research, Italy, Spain, France and Germany were selected as Member States of the European Union with a similar population size, which were severely affected during the first wave. Belgium and Greece were selected as European countries with similar population characteristics but which were affected to varying degrees. The study examines the case of Greece as a successful example of managing the first wave, but also the case of Sweden as the only country in the European Union that did not implement a lockdown and was targeted by negative criticism. This paper examines the policies implemented by the specific European countries to reduce the transmission of the virus, as well as the communication strategies that followed to raise public awareness on the level of health protection and compliance with restrictive measures. In terms of method, this study aims to map the political and communication management during the first wave of the pandemic in the seven European countries under consideration, but also at European Union level, and to record the different practices, attitudes and approaches employed, as well as the policies adopted at the communication, health and economic field both at national level by Member States and across Europe. Lockdowns as well as institutional communication campaigns were common practice in all European countries under consideration, except Sweden. This paper lists the common attitudes and similarities in crisis management, the different policies and approaches as well as the communication practices adopted at national level of a Member State. The recording of management practices in seven European countries and the comparative assessment of the situation during the first wave of the COVID-19 pandemic attempts a broader approach. It offers new data in scientific research and examines the COVID-19 crisis in Europe from a different perspective and approach of the available data. This thesis presents and evaluates comparatively the institutional national communication campaigns, which took place to raise public awareness, the main messages, the protagonists, the role of social media and fake news etc. Moreover, it presents how the lockdown was reflected in the domestic press of each country and how the impact of the situation and the management of each country was reflected in the international press. The study leads to comparative conclusions regarding the different approaches and practices. This paper is pioneering in the scope of the range of the European countries under consideration and the comparative approach it undertakes with regard to the communication management of the COVID-19 crisis during the first wave.
