Summary:
Nowadays, risks and dangers are constantly increasing and since people are unexpectedly exposed to them, it is necessary that the populations are secured with the contribution of a multifaceted preparation in view of an unforeseen crisis. A crisis is usually accompanied by escalating intensity, increasing sense of insecurity and danger, general or material damage and many more innumerable effects. The way that the competent authorities and especially the leader are going to handle a crisis or disaster plays a huge role. The leader has taken the responsibility to handle this crisis through the adoption of operational response systems. No matter how many plans to prevent or control the crisis are formed, no matter how many special protection programs are adopted, no matter which organization and management method is chosen to be carried out, no matter how many financial resources are given, if the leadership in Crisis Management is not the appropriate one, then unfortunately none of the above will ever work. After all, the purpose of this paper was to attempt to delve into the leadership factor and how the crisis manager, as an authorized executive with special qualifications, knowledge and natural leadership skills has a very basic mission. His mission is the special but at the same time effective management of emergency circumstances under pressure, fluidity, danger and uncertainty, and if he can or can’t handle a crisis through making the right decision making, as was the case of the deadly fire in Mati. Crisis management is first and foremost about preventing it and then dealing with it after it has occurred, on the basis that there is no crisis management without prevention but only dealing with the crisis’ consequences. The case in Mati proved beyond a shadow of a doubt that there was no prevention plan or a crisis response plan whatsoever, based on the fact that the fire spread rapidly with people dying because nobody in charge of Crisis Management was unable to intervene or control it.
