Summary:
The EU banking union combines micro- and macro-prudential regulation. It aims to break the "disaster loop" between banks and sovereign debt, promote financial stability and mitigate the next economic shock to the EU's real economy at the lowest possible cost to financial institutions and taxpayers. Success or failure is determined by how the BU addresses challenges in its two main pillars, the Single Supervisory Mechanism (SSM) and the Single Resolution Mechanism (SRM). In its new supervisory position, the ECB may face conflicts between the objectives of price stability and financial stability. This paper's objective is to evaluate the collaboration between the ECB and national supervisors inside the SSM.
