Summary:
This phd dissertation focuses on the role of Cultural Heritage in the Greek economy and whether it can lead to a sustainable inclusive growth. The connection of theoretical and empirical documentation demonstrates the importance of cultural heritage in the economic growth of Greece. The effectiveness of economic policies implemented in a country directly affects its economic development, therefore this thesis examines the effectiveness of cultural policies pursued at all levels (national, local, project level).
Determining the value of cultural assets has been a controversial issue in the past, but in recent years the field of the economy of culture has made enormous progress. The economic value of cultural heritage has been extensively studied by the scientific community, with subject of interest the formulation of concepts and the finding of appropriate evaluation techniques. Understanding the concept of the value of cultural heritage assets is fundamental, for this reason this thesis deals with the value of cultural heritage in Greece.
The dissertation gives, first a literature review of cultural heritage studies and then employs the method of structural analysis and economic size as described by Eurostat. (chapter 1,2) Subsequently, the dissertation aims to assess whether cultural heritage can contribute positively on the objective of economic growth, helping the country to get out of the recent economic crisis in a sustainable and inclusive way. The study employs the input-output methodology to analyze the impact of cultural heritage on the economy estimating a range of multipliers to measure the various aspects of value that cultural heritage brings to the economy. Thus, the overall aim of the study is to provide a policy analysis framework of targeted structural economic interventions in order to improve the operational efficiency of the cultural sector. With the aim of a holistic approach to the investments of culture, the method of multipliers was then applied at the regional level and more specifically in the Peloponnese region (Chapter 4). The aim of this study was to create a Cultural Strategic Plan based on quantitative analyzes and in accordance with best practices worldwide taking into account local specificities. The results of the study provide evidence of direct, indirect and induced effects that cultural heritage plays in Peloponnese’s wider economy. The results show that cultural heritage can have significant positive economic effects on the wider regional economy of Peloponnese, through agglomeration and spill-over effects. It can, also, lead to a more tightly-linked value chain, with potential effects on employment and wages, as well as positive knock-on effects to other regional economic variables.
The last empirical study of the dissertation concerns the analysis of the effects of the International Dance Festival of Kalamata through the Contigent Valuation method (Chapter 5). A cultural event of local interest that contributes significantly to economic prosperity and social cohesion.
Through the results of all three studies, the present dissertation hopes to contribute to strengthening the awareness of all stakeholders that the CCI’s can lead Greece to Sustainable Development without exclusions, as well as to the start of a constructive dialogue on the creation of a holistic Cultural Strategic Plans based on quantitative data.
