Summary:
The doctoral dissertation is a standalone research on the contribution of the institution of the Office of the Commissioner General of the State before the Supreme Court of Audit of the Hellenic Republic in the fight against corruption. It analytically presents: a) the phenomenon of corruption, b) the Office of the Commissioner General of the State from its establishment until today. The overall presentation and analysis of the parameters that compose the phenomenon of corruption and of the efforts of the international community to tackle it as well as of the structure, the organization and the competences of the Office of the Commissioner General of the State as they have been developed through time until nowadays, highlight and make prominent the institutional role of the latter in the anticorruption fight using as its spearhead competence the Non-Conviction Based Asset Confiscation of unjustified wealth. The latter competence is presented and analyzed in depth to its extent, its hidden flaws and shortcuts are revealed and necessary institutional improvements required for the accomplishment of the Office’s mission in tackling corruption are proposed.
