Summary:
The multi-faceted crises occurring since the beginning of the century have led to a change in the direction of the European Union's Industrial Policy towards the doctrine of Strategic Autonomy, with a consequent increase in state intervention regarding supporting measures and incentives for European industries. This is an attempt to ensure the production within Europe of all the products deemed necessary for the security of its citizens. The case study used would be the European Critical Raw Materials Act, which aims to create a secure supply chain of key materials for the production of technologies needed for the climate and digital transition as well as the defense sector. A first assessment of the European Commission's proposal for the Critical Raw Materials Act by industry stakeholders is carried out in this paper through an analysis of the documents submitted by companies during the Public Consultation process, as well as through a questionnaire sent to the members of the European Raw Materials Alliance and by conducting personal interviews.
