Abstact
Mental health disorders constitute a public health problem worldwide, with significant consequences for patients and society as a whole. Primary health care is considered as the base of any health system and is the first level of contact with health care services for patients. At the primary care level, services related to the prevention, early diagnosis and management of mental health problems are provided. The transition from handling at psychiatric hospitals the problems of patients with mental health disorders to alternative care and rehabilitation services, in the context of the community, is a new and modern approach with regard to the management of mental disorders. This study focuses on the provision of mental health services by the primary healthcare system in Greece, as well as on the results of the implementation of the mental health reform programme. The study draws on qualitative research (…semi-structured interviews), ten interviews, mental health experts as well as mental health personnel, issues investigated such as the legal framework, infrastructure and personnel, primary healthcare strengths and weaknesses etc., during which the opinions and experiences of mental health experts on a series of issues related to the provision of mental health services were sought and examined. An extensive literature review was conducted in conjunction with conducting interviews. According to the research findings, the interviewees agree on most of the issues investigated and describe a mental health service delivery system with many problems and dysfunctions. The results of psychiatric reform have not been the ones expected and many issues remain to be resolved, such as completing deinstitutionalization, addressing deficiencies in child and adolescent care, conducting epidemiological research, improving infrastructure, and adequately staffing mental health services.
