Summary:
Arbitrariness and corruption constitute social-economic problems that appear
from the first organized societies and exist until today.
The exercise of public power and the holding of a public position-office made it
possible for some to entice and exploit their position and influence for their own
benefit. Efforts over the years to deal with the problems have been made,
without, however, the phenomenon disappearing.
The main object of this paper is to highlight the decisive role played by the
Ombudsman with his special competence as the National Mechanism for
Investigating Incidents of Arbitrary. It is examined to what extent it is involved
and contributes to dealing with corruption and abuse of power in the country's
Security Forces and in general its effective role.
Within Hellenic Police phenomena of corruption and arbitrariness appear either
through the receiving of exchanges, or through the involvement of corrupt
employees in organized criminal networks.
In Greece, the establishment of Disciplinary Law for Police personnel as well as
the action of the Internal Affairs Service of the Security Forces constitute
obstacles for the implementation of acts of corruption and arbitrariness within
the Security Forces.
Reports of the National Mechanism for the Investigation of Incidents of
Arbitrariness are presented and an attempt is made to evaluate the Mechanism in
relation to the effective treatment of corruption by the Security Forces.
In conclusion, proposals are made to strengthen the work of EL.AS, to face
corruption and arbitrariness.
