Economic governance and the role of cohesion policy before and after the pandemic
Summary:
The following thesis explores the transformation of EU economic governance and cohesion policy in response to the COVID-19 crisis, with a focus on the support measures taken by the European Union in the immediate aftermath of the pandemic, as well as the Next Generation EU initiative and the Recovery and Resilience Facility. It examines how these mechanisms have been instrumental in the EU's adaptation to the economic challenges of the pandemic. This research highlights the EU's flexibility in managing the crisis but also a significant change in its approach, in particular in terms of increased budgetary flexibility and targeted support to Member States. The findings highlight the EU's strategic shift from traditional cohesion policies towards more immediate and innovative responses, with an emphasis on resilience and recovery. At the same time, it confirms the permanence of the shift in the character of cohesion policy towards an economy-centred approach to development, widening the distances from its original character.
