The prudential supervision of the Bank of Greece in the financial system
Summary:
In this paper we will analyze the supervisory role of the Bank of Greece (hereinafter Bank of Greece) in the field of micro-prudential supervision and macro-prudential supervision in the financial system. First we will start by highlighting the importance of the Central Bank and central banks in general in shaping the banking system. Afterwards, we will refer in general to the justifying basis of regulatory intervention and supervision in the financial sector of the economy and especially to the long-term supervisory activity of the Bank of Greece before the establishment of the Single European Mechanism-E.M. (Single Supervisory Mechanism - SSM). Then, after thoroughly explaining what the above mechanism is and how it works, we will analyze the new role that the ECB is now called upon to play as the "executive arm" of the European Central Bank (ECB) after the mechanism has been put into operation of this in the field of prudential supervision and regulatory intervention in the operation of credit institutions (pi). Next, we will analyze the supervisory authority of the SC throughout the rest of the financial system, in accordance with article 55 A of its Statute (financial institutions and insurance sector). Through the above analyses, we will find that the Bank of Greece is still dominant in the field of prudential supervision and regulatory intervention in the operation of the financial system even after the implementation of the E.E.M., because its action is still catalytic not only when it acts independently, but also when it cooperates with the ECB within the framework of the operation of the above mechanism.
