How, we might ask, can "politically coevolutionary associations" be distinguished from or resemble other international "federations" that have claims of a political nature? The attempt to answer this question brings us, in a way, face to face with the difficulty of conceptualising the form 'association', which is not, in Chrysochoou's terms, 'due only to its particular or variable political nature, but also to its inherent conceptual polysemy'. Overcoming this difficulty presupposes the adoption of a transversal vision of 'association', which would allow these different conceptions of the form 'association' to be captured. In the light of the political theories of the Union and a perspective that is opposed to conceptual positivism, we attempt, in the first chapter, to conceptualise the quality of the European Union phenomenon. In the second chapter, returning to our cognitive hearth, the conjunctive articulation of the forms 'polity' and 'union' in 'union of constitutional co-evolution', we ask whether, at the European level, it would be possible to create a ‘European demo’ based on values that would allow its coexistence with individual national, culturally organic, demoi. In the third chapter we attempt to present the idea of res publica, in the context of the intellectually demanding task of formulating a democratic theory of unification capable of capturing 'the dialectical relationship between the constituent public spheres and a mixed regime of sovereignty', such as that observed in the process of the constitution of the European state. In the fourth and final chapter, we examine, through the study of Kant and his work On Perpetual Peace, the prospect of a 'transnational union of principles', which offers us the possibility of adopting a new category of law, at the European level, which is neither national nor international, but 'cosmopolitan'. This prospect is perhaps the answer to the problems created by the 'incomplete nature of the Community institutions' and the 'democratic deficit' in the pursuit of a cosmopolitan union of principles at European level.
