Summary:
The migration-refugee issue is one of the greatest contemporary challenges of Europe and global community. The geometric multiplication of human flows towards European territories, mainly from Middle East and North African countries, as a result of geopolitical upheavals at international level and the belief that the European edifice appears as the "land of opportunities", creates a serious impact on security and stability of the European community, as the settlement of migrants-refugees in another country creates a new reality where different cultures, religions, traditions and social values try to live together. At the same time, "asymmetric threats" are a completely different form of threats to international security, as they negate the rules of law and do not have a specific geographical field of action. The forms of these threats, as well as the means-methods they follow, aim at the organizational disintegration of the target states and the psychological weakening of their
members. The teams from which they are executed, many times, consist of legal or illegal
migrants as well as refugees. The purpose of this master thesis is, through the bibliographic approach, to investigate the causal relationship of mass migration and refugee flows as it evolves in the Mediterranean with the internal destabilization of host countries, making them potentially asymmetric threats, at European and National level, but also to investigate the action of the Armed Forces in managing and addressing this emerging crisis. The first chapter will analyze basic concepts and conceptual definitions of the migration phenomenon, the causes that motivate the flows, the main corridors of entry to the Old Continent and a brief reference to the refugee crisis experienced by European countries in 2015. Moreover, the European Policy as well as the current legal and institutional framework for migration will be analyzed, as defined through National and European treaties, and interstate diplomatic agreements. The second chapter will present the concept of asymmetric threat as a modern way of warfare, attributing definitions, characteristics, forms and means of manifestation. The third chapter, through researching and analyzing events and aspects of the migration crisis in contemporary Europe, will examine whether and how increasing human flows constitute potentially asymmetric threats, with diverse implications for host countries. Then, the next chapter will explore the contribution of the Armed Forces at European and National level, with their ever-increasing involvement in the migration crisis, as a means of supporting the state mechanism and implementing the Common Security and Defence Policy (CSDP) of the European Union, through the operational cooperation of the Member States. Finally, the findings and conclusions of the master thesis will be reflected in the fifth chapter and will lead to the extraction of useful suggestions, which are presented in the sixth and last chapter.
