Summary:
State entrepreneurship is part of a broad and intractable issue, both philosophical and practical: the most appropriate extent of state intervention in the field of the economy and society. Despite the significant and historic developments of previous eras and years, the pendulum between the two main schools, liberalism and statism, keeps oscillating through the counterbalancing forces of the recurring global crises. Looking at the data from many different countries and various regions, the easy answer is that notwithstanding some exceptions the state has failed as an entrepreneur. This conclusion, however, runs counter to the necessity of fulfilment of its public mandate that is still relevant and the challenges that lie ahead of us of an even more complicated and unpredictable future. Moreover, we must not overlook the fact that state interventions have often been accompanied by huge successes that do not receive the deserved attention. The technology revolution in the post-war US, as well as the developments in state-owned utilities today in Europe, clearly demonstrate a different and more diverse view of state owned companies that the need to consider and capitalize on.
