Summary:
Strengthening the institutions and reforming the functioning of the center of government in Greece in order to effectively perform strategic functions and horizontal coordination was a repeated recommendation and a constant challenge, but it was not recognized by political actors, who reproduced the prevailing dysfunctional "policy paradigm" of its organization and functioning, as a "problem" and was put on the agenda by external actors during the Economic Adjustment Programs. Their perception of the "problem" and the appropriate "solution" inspired the Law 4622/2019 on the "executive state", which provoked a fierce political debate that has since then been constantly stirred up in the form of an incidental conflict centered on the "executive state". This thesis draws on the cognitive approach of policy frames to diagnose the main components and identify the causes of the emergence and reproduction of the perpetual political conflict based on the qualitative methodology of framework analysis conducted on official texts and political speeches in order to document the frames of the "executive state" on both sides. It finds that the conflict is due to the affirmation of the restrictive perception of the countervailing frame, so that it is not sidelined, but coexists and is in competition with the frame that documents its necessity and appropriateness.
