Summary:
The role of leadership is paramount, complex and decisive when it comes to crisis management. It evolves dynamically over time: before the event, during it, and reaches its peak with its end. The successful transition from the violent turmoil of everyday life to the normalization and restoration of the daily routine of those affected, is due to a nexus of strategies and actions that must be taken by the leadership, aiming at the best risk response possible. Natural disasters have always been a testing ground for leadership as far as prevention, preparedness, response and recovery are concerned. The seismic event, due to its unexpected nature and its catastrophic consequences, requires a high level of strategic planning and flexibility in its management. In this thesis, two large and destructive earthquakes are examined in parallel, the one which took place in the city of Kalamata in 1986 and the one in the city of Athens in 1999. The aforementioned seismic events caused great losses of both human resources and infrastructure. Taking these difficult conditions into consideration, there was an immediate response from the state apparatus with several differentiations. In the earthquake of Kalamata, the local community played an active role, while in the second earthquake the metropolitan structure of Athens led to different tactics. The leadership in both cases was called upon to face unprecedented circumstances with great particularities, responding with more or less success. The lessons learned from the disasters and their management prompted changes in the practices and building techniques established until then, forming new rules aimed at improving the structures' resistance to seismic activity, and new guidelines promoting human-centered behavior among the decision-making bodies.
