Water: a new arena for policy and conflict?
Summary:
The reduce of the safe sources of potable water is one of the most severe
consequences of climate change. The effects of that fact are disproportionate for some
states whose population isn’t nationally, religiously or linguistically homogenous and
were the access to water resources wasn’t guaranteed for communities and parts of the
state territory. Therefore, a new policy arena of competition and conflict arises. At
the same time, the reforms introduced to achieve an effective water management are
undermined, on the one hand, by intercommunal violence, institutional mistrust and
misgovernance practices, related to the colonial past, and on the other hand, by
incompatible prioritizations of the uses of water, in the context of balancing the
protection of the ecosystems with the achievement of international development. As a
consequence, the water policy arena becomes interconnected with other areas of
completion, creating a repertoire of populism and political violence.
