Border Mobilities: Humanitarian Action as Biopolitical Power over Refugee Bodies
Summary:
The thesis focuses on the connection between biopolitics and humanitarian action, examining the role played by hospitality and control policies in the contemporary transnational world. Based on theoretical frameworks introduced by Michel Foucault, the thesis analyzes biopolitics as a form of power that regulates and manages the lives of refugee subjects. The text explores how humanitarian action often aligns with control policies, creating a combination of care and oppression. Refugees, as recipients of humanitarian aid, are treated through the dual lens of biopolitics: on the one hand, as lives that need protection, and on the other, as populations that must be controlled and restricted. Furthermore, the thesis sheds light on the connection between the biopolitics of hospitality and the host/guest power dynamics, as they intertwine with the collaboration between the state and NGOs. Through ethnographic studies, examples of humanitarian action are critically examined, such as the operation of refugee camps and their practices. It also investigates borders as spaces of violence and humanitarian governance, analyzing how 21st-century borders serve as sites of biopolitical control, where the state and humanitarian organizations coordinate policies to manage refugee mobility, creating new forms of border regimes such as humanitarian borders.
