The Response of the Public Sector Authorities in a Local, Peripheral and Central Level after the Earthquake of the November 17th 2015 in the Island of Lefkada
Summary:
On November 17th 2015 a magnitude 6.5 earthquake took place in the west part of
Lefkada Island, Greece. Due to its small focal depth the earthquake was felt
almost across the entire country. The earthquake mostly affected the oldest
constructions with poor or without maintenance, and constructions built without
any engineering supervision. The earthquake largely damaged the transportation
network due to severe extensive landslides that followed. Α tragic result of
the earthquake was the death of two women, who were killed by rock-fall and
paddock collapse, respectively. Since the earthquake occurred at this time of
the year and not in the summer when the island is overcrowded by thousands of
tourists, the consequences on human lives were limited. This workpresents and
discusses the way the central administration authorities responded to the event
in a local, regional and governmental level. A research based on testimonies of
the local community is also attempted focusing on demographic, financial and
social aspects. The level of the earthquake social impact and the level of the
efficiency of theresponse of the authorities in terms of food support, health
care and shelteringafter the disaster are investigated. This research is
absolutely compatible with the subject area of the Masters course in
“Environmental disaster and crisis management strategies”. The first chapter
analyses the geographical and historical information of Lefkada. Furthermore,
it is presented the administrative division according to the “Kallikratis”
system and also according to the prior system “Kapodistrias”. The third chapter
describes the economy of the island and its productive activities. The fourth
chapter presents briefly the city of Lefkada, the capital of the island, and
the fifth chapter the infrastructure of the city. The sixth and seventh chapter
describes the geotectonic structure first of Greece, then of the Ionian Islands
and then of Lefkada. The eighth chapter describes analytically the history of
the island’s earthquake in the region and the ninth presents the earthquake
that took place on the 14th of August 2003. The tenth chapter analyses the
Hellenic institutional framework of disasters management. The eleventh chapter
presents, through evidence and original photographic material, the earthquake
of the 17th of November 2015. The twelfth chapter analyses the crisis
management of the earthquake and the thirteenth the role of the institutions
involved. The conclusion of the study are presented in the fourteenth chapter.
