Summary:
This study aims to research the degree of citizenship education in primary school, as reflected in student population of fifth and sixth grade. Student citizenship is related to many factors such as teaching practices, school activities and school experiences. In this point of view we examined the development of citizenship education in three levels. Firstly, we considered to what degree the school subject of Social and Education Policy reinforces the citizenship of students. Secondly, we probed how School Activity Programs promote civic education and thirdly the way that school operation framework, such as school activities and regulations, contribute to active citizenship. Based on the answers of 157 teachers, the main results of our quantitative research showed that the textbooks of Social and Education Policy have many weaknesses on content and structure. Teachers seem to prefer traditional methods of instruction, such as reading texts and class discussion and they avoid interactive type of activities. A great amount of teachers believe that the teaching time of Social and Education Policy subject should be increased. Also, they have little interest in implementing School Activity Programs, especially the European ones. Students do not seem to understand sufficiently basic concepts related to citizenship such as the notion of "state", they do not understand the democratic institutions and they are unable enough to develop a responsible attitude towards social and political events. Finally, school performance seems inadequate to promote the participation of student population in collective activities (student councils, election of class representatives, etc.) or connect active student citizenship with local community issues.
