Summary:
Environmental policy is a horizontal regulatory policy, which displays a high degree of integration at European level. Waste management is a major part of environmental policy and it is considered as one of the most serious and complex contemporary environmental problems. The Attica region is a typical example where strong phenomena of social resistance against the policies on waste management have been observed. Public Administration is a crucial mechanism for developing and implementing environmental policies. However, these policies highlight Public Administration’s weaknesses and changes. Because of these weaknesses and other factors, the application of governmental functions for solving environmental, and other, problems becomes more and more complex and therefore requires the use of non-hierarchical coordination in the administrative action, i.e. methods of environmental governance.
