Summary:
This paper refers to the interaction between the School and the Local Authorities as far as the new legal frame (law 3852/2010) is concerned. The Local Authorities are examined as a part of Public Management, which, especially in educational matters, works in a centralized way, although the decentralization of the State is a constant challenge. In addition, the local government is an important part of the immediate surroundings of schools, who are concerned to be “open systems” in cooperation with the environment, in order to solve novel or compound problems. The effect of Local Authorities on Education is examined from the beginning of 19th century and the educational reform of the 80’s, which included the unsuccessful enactment of “popular participation bodies”, to the will of the legislature and the impact of International Organizations. Through the Case Study of Municipality of Fyli is examined the quality and the sectors of cooperation, as well as potential for further actions from the views of the main educational “stake-holders”, i.e. State, Parents and School Principals. The alarming fact was that educational matters were supplanted by social and economic problems, which Education and State will be called to solve in the future under dramatic circumstances by playing a critical role.
