Summary:
During the last decades we have noticed an increasing trend in the study of the topic of corruption and its’ phenomena culminating for Greece the last eight years of Memoranda of Understanding (MOUs) and the austerity measures that they provoked.
Corruption is a global problem since the ancient years, but it was only during the latest of them that the world realized both the size and the relevant cost of it as long as its phenomena, in order to take up substantial measures of preventing and fighting it, because earlier people faced corruption as a marginal phenomenon.
Yet, corruption cannot be regarded as a sole problem of growing countries or emerging economies, as it is a generic problem of global aspect with its main cases being located in the developed countries of the so called western world.
Moreover, concerning the sector of public contracts, this is a high risk sector concerning its tendency in corruption phenomena and we need to reinforce him, taking into account its high numerical data as long as the cost that it burdens with, both the global and the national economies.
This study seeks to approach the topic of corruption in public life, with a closer look to the public contracts sector, and the understanding of it, in order to underline the proposed measures of preventing and fighting it.
Following the aforementioned, initially we examined the term corruption, its forms, its causes and results and afterwards we analyzed public life through public administration, governance, political life, the body of public servants and the public life institutions.
Moreover, we approached the public contracts topic, concerning their categories, principals, legal framework and implementation procedures and then we examined their relationship with corruption, through its forms and results.
Subsequently, we presented the generic framework of preventing and fighting corruption, as long as bodies and policies that concern that topic both internally in Greece and externally in global aspect.
Then we examined the human factor because we evaluate him as of particular interest concerning the birth and reinforcement of corruption phenomena and finally we presented the relevant results of a questionnaire research that we conducted concerning corruption in public life.
