Summary:
This study describes the system of career development for civil servants. The concept of public servant and the constitutional provision of the institution is defined. Below the value of promoting individual and collective level are quoted. The historical reviews of laws that substantiate the framework for careers and selection process for senior executives at the last decade are given. The study focuses on the passing of the recent Law 4369/2016 regarding the selection of the heads of organic units and the system of promotion. The law is detailed in all stages, while an attempt is made to subsume the facts in five stages, which define a successful reform. Finally highlights the contribution of principle of merit in the public service in the light of public law and in particular in the field of career development.
