Summary:
In this research thesis we attempt to outline the development of the institutional framework regarding the evaluation systems of employees of organic units in the Greek Public Administration, during the post-dictatorship era up to the most recent reform of 2016, which has not yet been implemented so far. The purpose of our analysis is to study the consecutive “reforms” of the evaluation system, which were used by political leaderships as a tool to manipulate the Public Administration and resulted in the lack of meritocracy, inequality and finally the cultivation of a feeling of depreciation and indifference among the employees. The recent attempt to reform the evaluation system emphasizes the connection between the evaluation of the public sector staff and setting goals, aims at improving efficiency and effectiveness and promises meritocracy and de-politicization of the Public Administration. For the needs of our analysis, the reform in question will be selected as an example of implementation of a model administrative reform.
