Summary:
The constitution of revocable General Secretaries Grade A positions in the beginning of the ’80s was the reason for the civil servant body and the political leadership’s “cohabitation” under the control of the executive authority. This co-existence resulted in a special connection that led to the creation of the bureaucratic vicious circle.
The present essay presents the institution of the Secretary in the greek public administration and in particular in the field of central administration. The main objective is to describe the development of the institution over the years and to capture the extent of the public administration’s politicization.
Additionally, a thorough analysis of a new institutional framework is presented; the constitution of the National Register of Public Administration Staff which aims not only to introduce the Administrative Secretaries posts, but also to confront political and party interventions.
Regarding its structure, the thesis consists of six chapters, while the last part includes comments and conclusions.
Specifically, the first chapter is referred to public administration’s particularity as a social institution as well as to one of the most fundamental principles of the administrative theory, the principle of neutrality. Furthermore, the relationship between public administration and public policy, as an implementation mechanism, as well as the osmosis with the politics are presented.
The second chapter refers to the historical evolution of the greek public administrative system, and particularly of the organisation of the central administration.
In the third chapter, the status quo that rules senior civil service is analyzed, in conjuction with the politics, the institutional framework and the legislative changes.
The forth chapter describes the Secretaries (General and Special) that are employed by the ministries. In addition, we make suggestions, within the constitutional amendment, related to the establishment of a certain number of General Secretaries on the one hand and the provision of the Permanent Under-Secretary of the State on the other.
The fifth chapter presents the greek public administration’s current status quo, its relation with political authority, its special characteristics, as well as the public administration’s reforms, as a prerequisite in the memorandum obligations on behalf of Greece.
In the sixth and last chapter the L4369/2016 is introduced. This law alters the way General Secretaries are selected and introduces the Administrative Secretaries institution. Moreover, it introduces a new evaluation and selection system of public administration’s staffing under the principles of transparency, equality and meritocracy.
In the end, the final comments and conclusions are presented as well as food for thought about this venture.
