Summary:
The purpose of this thesis is to investigate whether Public Administration has successfully been restructured into a “Learning Organization”, applying the corresponding theory of Organizational Learning in New Public Management, and whether the principal theories of Adult Learning have been adopted and are being implemented by the strategic body for the education and training of public servants in Greece, the National Centre for Public Administration and Local Government (ΕΚDDA).
The first chapter deals with the theoretical framework of the study. Once we have established the fact that Public Administration staff has become a factor critical to the success of public administration modernization, and that education constitutes one of the most important tools toward this goal, we present the basic theories of Organizational Learning and Adult Learning.
In the second chapter the legal and institutional framework for the training and education of public servants is developed, as it has been reformed historically, since the establishment of the Greek state up until the present day. Also presented are the most important programmes and actions since the country’s entry into the European Union, which contributed to the development of vocational education and training of human resources in public administration.
The third chapter offers a detailed presentation of ΕΚDDA, which has outsourced the design and implementation of training programmes for public administration and local government executives to the Institute of Training (ΙΝΕP). Furthermore, in order to provide an overall picture, other entities providing such education and training today are also presented.
In the fourth chapter an attempt has been made to assess the role, the objectives and the contribution of ΕΚDDA in the upgrading of Public Administration staff, mainly through the processing of information obtained from studies published by ΙΝΕP in 2016.
In the fifth chapter we investigate the possibility of the issue at hand (education and training of public administration staff) being implemented differently and with greater success in other European countries, namely France, Germany and Spain.

Finally, conclusions are drawn, problems highlighted and solutions suggested.
