Summary:
The modernization of public administration has been a matter for our country for decades.
The starting point for the design of a new public administration (central and local government) in Greece should be based on the perception that the administrative system of our country is functionally linked to the political, economic and social system or, in other words, that it is part of the Wider system triangle linking public administration - political - economy society.
The problems of public administration are not endogenous but above all systemic, due to the loss of public administration coordination due to the political system, customer relations, the lack of public confidence in the public administration, the paternalistic system of values and relations between society and the public administration - politics and in the present form of shaping the relations of political-economy-public administration-society.
Reforms should therefore be systemic and integrated and should be part of an overall operational plan, administrative reform and e-government and as a strategic goal to put a modern state-owned state and a multi-level government.
Administrative convergence in the European realm requires a change to a management analysis that will strengthen the long-term sustainability and efficiency of the public sector by adopting modern methods of management and strategic planning for each administrative action.
The Greek state to survive must change.
