Summary:
The purpose of the research is to study the viewpoints of elected representatives and public administration executives as well as to define the proposals regarding the municipal Real Estate asset Development. The research concerns a Case Study with participants from the Municipality of Katerini. The presentation of the Real Estate asset of the Municipality and the selection of the most advantageous properties are the first objective of the study, while the determination of Development proposals is the final objective. The lack of similar research in Greece about the probe of viewpoints generally on the use of Public Property, either in groups of citizens or in groups of stakeholders, or in groups of elected representatives and executives of the Public Administration renders this research of important value. The research questions required qualitative collection research, through discussion, which achieves more active engagement of respondents and the collection of quality data. As the appropriate research data collection tool, the research interview was chosen as a discussion, the art of the question and the careful listening, and more specifically, the semi-structured through standardized approach, individual interview, because of its advantages in terms of flexibility and efficiency.
It was found out that the Management and Development of the municipal Real Estate asset has not yet fundamentally and effectively carried out in Greece. Further deficiencies and mistakes in the inventory and accounting of the whole municipal Real Estate asset still exist today, as long as the inventory and the cadastral survey of NCMA S.A. are not completed and as result the municipal assets continue to be threatened by private interests.
The municipal Real Estate asset resource is recognized as a major development financial instrument, which remains inactive. The root cause of inactive use of this resource is the current institutional framework, judged by executives unable to support the effective Development of immovable municipal Property and thus unable to respond to the challenges of the new era. Unanimous is the desire for a new institutional framework, modernized and adapted to the current requirements of the Real Estate Market, which will support the financial independence of the Municipalities.
There is the political will in the Municipalities to use more appropriately and develop more energetically their Real Estate asset, as a supportive tool to increase their own resources, putting the safeguard of the Public interest as a prerequisite for the economic objective. There is also positive viewpoint about the implementation of "Self-financed projects" through PPPs and for the assignment of Development studies to specialized external partners.
It is common belief that the effective Development of the Real Estate assets will create capable conditions for the upgrading of the Real Estate Market, showing up the role of the Municipality as an important partner in the Real Estate Market. By means of the proper use of the Municipal Real Estate asset Development finance tool, Local government can become a mainspring of economic growth, can claim its economic autonomy and a leading role in the political and local economic environment.
The classification of municipal Real Estate asset and the financial analysis of the surplus property for each particular development plan are the main general proposals for Development. In particular, for the Municipality of Katerini, the Development of the Coastal Front has priority in the Strategic Planning of the Development of its Real Estate asset.
