Summary:
the present diploma thesis passes the issue of human resources management and utilization of local government organizations, as a strategic tool for the development and progress of local communities. it further examines the importance and role of human resources in operation and performance of individual responsibilities and obligations of local authorities, as they are described in the current institutional framework. it also explores the impact of the overall functioning of the human resources of local government organizations on the quality of service to the members of the local communities and on the successful management of everyday problems and adversities, as well as on the progress and evolution of the affairs of a self-governing body.
in the first chapter of the second part we develop the theoretical and institutional background to the management and use of human resources and the relevant institutional framework for greek municipalities, under the strategic goals and the vision which must comply with the current legislation. furthermore, we present the relationship between the quality of the services provided by the local authorities and the human resources management, as it is examined. at the last section of the same chapter we summarize the development sector under the terms defined by the united nations and we briefly illustrate the concept of local development.
the second chapter deals with the case study: at first the general characteristics of the municipality of chaidari are initially captured, followed by the most recent internal service agency and responsibilities of the associated departments, closing with a description of the existing human resources situation and the relevant swot analysis of the internal environment of municipality services.
the third chapter includes the relevant questionnaire survey of service employees and city citizens, with the ultimate goal of searching, collecting, recording and exploiting primary data that will help us adequately examine the relationship between human resources of municipality and local development and growth. at the final section of this chapter, we conclude with quoting the results of the survey. the second part concludes with the analysis of the research results, our general conclusions and our proposals with emphasis on actions and policies that we believe can strengthen the development dimension of the city of chaidari.
