Summary:
The implementation of policies and methods of managing and exploiting human resources in the local administration reality is no longer an innovation but an imperative for the creation of modern, flexible and productive Local Authorities with ever-diminishing economic resources and growing responsibilities. Within a challenging and ever-changing environment, human resources are a strategic tool for achieving the goals and implementation of the vision of Municipalities, which is delivering quality services to the citizen.
The aim of this work is to detect and record the applied methods of management and utilization of human resources in Local Authorities and in particular, in the administrative staff of Municipality of Agioi Anargyroi-Kamatero with special emphasis on how these are perceived by the employees, what weaknesses are pointed out in the way of their implementation and what components can become effective enhancement forces in times of economic downturn.
After the theoretical approach of the basic functions of human resources management (programming, attracting, staff selection, education, evaluation, reward systems) and other organizational behavioral issues in organizations, as it results from relevant literature, a specific reference will be made to the integration and assimilation of these functions into the particular environment of Local Authorities.
The following methodological tools will be used for the research: a) a printed anonymous questionnaire for the administrative employees of the Municipality from the completion of which conclusions will be derived through the SPSS statistical package and b) structured interviews with the directors of the Municipality.
The research will be completed by attempting to apply the goal-setting theory and the self-efficacy theory through self-assessment as a tool for strategic day planning in the working microcosm of a department of the Environment Directorate to see if this can be considered from a surveillance tool to a self-realization tool instead, and also investigate whether it affects other aspects of organizational behavior (organizational culture and devotion, communication, job satisfaction, stress etc.).
