Summary:
This paper examines the question of the politicization of the choice of senior executives of the Public Administration, a problem that was first presented in Greece at the same time as the establishment of the first Greek state. The research focuses on the nature and the way in which the phenomenon of fragmentation of management and customer relationships at a historical level has been influenced by its higher levels. In addition, the reform efforts have been explored since the beginning of the crisis until today (2010-2018) concerning the method of the promotion of higher public service towards the depoliticisation. At the same time, the service councils, which are the competent body for the promotion of officials and the extent to which these positions are vulnerable to party-political interests, are also at the center. As a result of the fall of the administrative mechanism from such phenomena as non-partisanism, it is low profitability, unreliability and lack of professionalism. In order to make the dissatisfaction of citizens, but even of the public employees themselves, of the way of operating and staffing of the Public Administration, numerical and graphical representations are presented using tables and diagrams. Finally, with the analysis of the last three legislative changes (2010,2014,2016) in the context of the selection of top management officials and their development, it is clear that the failure of the governors to draw up a long-term and effective program, overcomes past shortcomings and will record the future needs of our administrative system, leaving behind the clientele and anti-social practices of the past.
