The policy of the liberalization of road freight transport as a structural reform.
Summary:
This paper discusses the issue of the liberalization of road freight transport which took
place in 2010, amid a difficult period for the country due to the multilayered crisis.
The basic working hypotheses that this particular study tries to analyze and examine are
three. Initially, it is predicted that the reform which imposed the deregulation of road freight
transport was not applied successfully. As it will be seen, the reform was applied successfully,
however it encountered many issues.
The second hypothesis states that the type of Europeanization observed during the
liberalization of road freight transport is forced and lastly the third hypothesis examines whether
the type of public policy that was applied before and after the liberalization is different.
Among other things, this study examines the European and national context of road
freight transport before and after its liberalization, the content of Greece’s adjustment programs
regarding road freight transport and its modernization while also analyzing in-depth the law
and the context of the liberalization of 2010, and the reactions which occurred against this
important reform.
Important part of this specific study, is the attempt to apply the data collected, to public
policy theories. In particular, this paper presents several theories concerning reform as a
concept, Europeanisation and especially, forced Europeanisation, interest-groups, types of
public policy and last but not least the distribution of costs and benefits.
Finally, this study comes to conclusions regarding the hypotheses. There are also
suggestions for further research.
