Summary:
There has been a transformation of public administration from paper based to digital based work. In the last few years, there has been a rapidly growing demand for a working digital signature framework for the public sector. This study revolves around the maximum information on digital signature and electronic document management system (EDMS) in public administration.
More specifically, the introductory chapter describes schematically the gradual paradigm shift, from the mainstream public administration model to a new one (with an obvious emphasis on the EU countries) which came as a result of the so-called digital era, especially over the last 20 years. At the same time, it will be identified and analyzed the significant semiology of the prefix "e", when added to the terms of public administration and governance.
The second chapter outlines the theoretical foundations of eGovernment as a new subject that emerged from the contact of administrative science with ICT and at the same time presents a brief comparative analysis of the concepts of eGovernment and e-governance, highlighting their qualitative differences.
The third chapter attempts a wider presentation of the institutional framework of Electronic Document Handling Systems (EMS), while at the same time highlighting its advantages over the paper-based mode of production, processing and archiving of public documents handled by the administration. Reference is also made to the possible diversification of the legal recruitment of electronic administrative acts (in substance to most electronic public documents), to the legal effects and binding obligations they generate in the relationship between administration and administrators.
The fourth chapter identifies the technological, legal and administrative aspects of digital signatures, initially through a comprehensive historical review of the technological evolution of the application (from simple electronic to advanced digital signature), and then through the presentation of the regulatory framework to national, EU and transnational levels.
Finally, in the fifth chapter, an attempt is made to analyze the chronic pathologies of the Greek public administration which are primarily responsible for the undue delay in the implementation of this administrative reform, which, following repeated legislative amendments and sluggish policies over the last decade, is still undergoing new postponements (at least until July 2019).
