Summary:
All academics and analysts of geopolitics and international relations recognize the importance of the Caspian Sea as the conjunction of the East and West with the important energy reserves and living resources.
The Caspian coastal states are Russia, Azerbaijan, Kazakhstan, Turkmenistan and Iran. The first four states were created in 1991 after the dissolution of the Soviet Union. This changed the political geography of the region and the geopolitical data changed. New conflicting positions and demands emerged as to the delimitation of sovereignty of states in the Caspian Sea. Until then, the two sovereign states (USSR and Iran) had concluded agreements and, in general, this system had balanced over the sovereignty of the Caspian. But the new political map has also defined new facts. The demarcation of the sovereignty of the states in the Caspian is a complex problem, with multiple criteria with conflicting goals.
On August 12, 2018, in Kazakhstan's Aktau, the heads of the Caspian states signed a Convention on the Legal Status of the Caspian Sea, ending a 20-year dispute over the Caspian legal status. This Convention combines international predictions on the legal status of the seas, but also for the International Lakes, and attributes to the Caspian a special hybrid legal status.
On the basis of Systemic Geopolitical Analysis, it is examined the effect of the Energy, (deposits, exploitation, transport of energy) as a geopolitical factor to the legal dimension of the antagonisms of the ethnic groups in the Caspian geographic complex. In this context, this study concludes with the creation of a geopolitical model of reallocation of power in the "Politics" pillar of the Caspian geopolitical complex, by estimating, using mathematical models, the effect of "international law" on the energy capacity of the states of the area.
