Summary:
Today, most of the Greek Public Organizations are working to adopt the ICTs that are the main factors of improving the productivity of their internal operations and providing quality electronic services to citizens, businesses and other public organizations. This work emerged as part of the Technology & Business Management Telecommunications & Information Systems course in which we examined extensively the many dimensions of technology resources management and governance. These dimensions are analyzed in the present thesis and specifically in the field of Social Management which includes social security, welfare and health benefits. The importance of the Social Services Sector lies in the fact that it relates to all citizens of the State and has a direct impact on their day-to-day lives and in particular on their support from the State when they are most vulnerable. An important part of public e-services are social services and their related information infrastructures. This thesis was conducted under the guidance of Dr. Dimitris Stamoulis aims to present current developments in technologies and the governance of information and telecommunication technologies in the field of Social Management. Existing needs are analyzed, in interconnectivity - interoperability, in technology governance structures and processes, which will ultimately lead to an increase in the level of service provided through new information technology and telecommunications. In addition, an attempt is made to identify the needs for information systems and services in the future and describes the study of a new system for the prevention of tax avoidance. More precisely and in order to provide a proper and representative analysis of the above, this paper consists of twelve chapters, which in principle provide a historical overview of the country's social insurance institutions to date and describe existing information systems such as these have been developed and operated by their respective social insurance agencies. The following describes the needs for information systems, a typical information model, and the infrastructure required for a social insurance institution. In chapters five (5) and six (6), new technologies are proposed that could be applied in the field of social insurance as well as the ISO standards proposed, required and required by organizations. The seventh chapter describes a case study concerning a system of anti-fraud and anti-avoidance which incorporates mechanisms of machine learning. The next four chapters provide an overview of the role of ΗΔΙΚΑ in the new context as formulated by the consolidation of the former organizations, outlines the interoperability needs, reflects the international good practices as well as the benefits and prospects of digital transformation in the field of Social Management. Chapter twelve also covers an attempt to approximate the technology resource governance methodologies, their degree of application in social management, and describes the BSC (Balanced Scorecard) technology resources audit method adapted to social public administration. Finally, the next day's conclusions and requirements on social insurance are formulated.
