Summary:
Higher education system has always been a field of research from scholars as it is a pillar of the intellectual and economical welfare in each society. Internationalization of universities in national or institutional level functions as a means of assurance of that welfare. In this paper, the Japanese national approaches to university internationalization and the strategies that are set by the University of Tokyo will be chartered. Regarding the national-level approach, the internationalization of universities is approached via the planning and provision of funded programs, in order to help the universities develop their own strategies-initiatives without burdening their budget. It is very important that the Japanese government acknowledges the high research capabilities of its universities so it does not wish to cause an extra burden. In addition, the Japanese government aims at internationalization via the strategic approach, since it is included in the national strategic plans. If these two categories are to be set in a hierarchical order, it shall be realized that the national strategic plans are in the top tier whereas the funded programs in the lower tier. The cause of this order is because the funded programs function as the implementation of the strategic plans. At the institutional level, the University of Tokyo has planned internationalization strategies that fall within the categories of program strategies (academic programs, research and scholarly collaboration, external relations and extracurricular activities) and organization strategies. By paying attention to both broad categories, the University of Tokyo reaches internationalization in every aspect.
