The Fourth Athens Constituent National Assembly ( 1924-25) and the Establishment of the Second Greek Democracy.
Summary:
This dissertation focuses on the work of the Fourth Constituent National Assembly, the first assembly which convened after the Asia Minor disaster and whose primary task was the draft of a new constitution, the fourth constitution since the establishment of the Greek state. The constituent assembly adopted a resolution which established, for the first time in Greece, Republic democracy as a form of government under Alexander Papanastasiou’s leadership.Τhis decision was ratified with the referendum held on 13th April 1924. Τhe main research inquiry of this thesis is to highlight the ills of parliamentarism and seek the limits of democracy and dictatorship. Fairclough’s critical discourse analysis combined with the interpretive-historical approach was regarded as the most conducive method for the research. Having accumulated, sorted, grouped and composed the historical evidence we have reached the conclusion that the Fourth National Assembly had already, since its formation and termination in September 1925, been a typical sample of the adverse parliamentary life at the beginning of the Greek inter-war period. During the course of work the problems of the Greek political scene at the beginning of the inter-war period emerged as well as the weak democracy and general parliamentary crisis of the country. The middle class of the time, represented by the Liberal party, dictated the politics of the Fourth National Assembly throughout the course of its work. Τhe members of the middle class were trying to enhance their position either by promoting the maintenance of property or by turning against communism (Bolshevism) which was a potential threat to the interests of the ruling class. In order to prevent the spread of Bolshevism they abandoned their initial bourgeois democratic ideals and incorporated more and more extreme elements into the functioning of parliament as they were fully dependent on the military force. Εither as plenipotentiaries or outside parliament the military staff played a determinative role not only for the national assembly’s decisions in general but also for the establishment and decline of second Greek democracy. Basically, the liberal elements of democracy we not taken into consideration during the Fourth National Assembly while a characteristic feature of the policy, as it was developed, was the strengthening of executive power at the expense of legislative power. The Constituent National Assembly, after a substantial delay, finally voted the new Constitution, which was never implemented though, in 1925 under T. Pagalos’ leadership. The National Assembly dissolved on 30th September 1925 by decree of Pagalos’ government with the agreement of the majority of the plenipotentiaries.
