Summary:
The purpose of the thesis is to present and evaluate the functioning of the European Reserve of Capacities RescEU which has been created under the European Union's upgraded Civil Protection Mechanism.
The new legislation for RescEU came into force in March 2019, establishing additional civil protection back-up capacities to respond to natural and man-made disasters that belong to the Member States and are ready to be deployed in the event of an emergency that requires additional, vital assistance. The fundamental aim of the new legislation is to complement the national civil protection means and reinforce the European Union's collective capacity in the sector of disaster risk management so that it will be able to prevent, prepare for and effectively deal with disasters that affect human societies.
In particular, this thesis will initially provide a brief background with a concise presentation of how the Union Civil Protection Mechanism works, through which the European Commission plays a key role in coordinating response to disasters within and outside Europe. The reasons will then be analysed and the political conditions under which the European Union has been led to the upgrade of the existing Mechanism by setting up the new European reserve of civil protection means will be examined, identifying existing gaps, shortcomings and possible weaknesses in disaster response and preparedness actions in all Member States. Last but not least, an effort will be made to evaluate the up to date operation of the newly established RescEU, taking into account the Union's expected objectives and its response to requests for assistance.
