Summary:
The threat of energy poverty and social exclusion remains imminent for millions of people, even in the developed countries of the European Union. Identifying possible policy measures to mitigate the phenomenon and systematically monitoring the evolution of the leading indicators should be the ultimate goal of the EU Member States, which is also reflected in the submitted National Energy and Climate Plans.
In this paper, a general overview of the multi-dimensional phenomenon of energy poverty is attempted. Although there is no specific definition adopted internationally, all definitions and methods, which have been used occasionally are mentioned, in order to delineate and mitigate energy poverty, since its impact has become evident on public health, while its environmental and economic consequences are particularly noticeable.
Then, a depth-analysis of energy poverty in Greece has been attempted over the years, through simple and complex subjective indicators. Using primary data from the survey of Household Income and Living Conditions (EU-SILC), conducted by ELSTAT, the evolution and key determinants of the phenomenon in Greece has been examined. Identifying the economic and social parameters, which increase energy poverty, is crucial in designing policies and locating energy-poor households, so as to targeted policies be implemented in order to mitigate the phenomenon and its various implications.
This point constitutes the important contribution of this master thesis, as it indicates to the decision-makers, models of tracking energy-poor household via assessing easily accessible information.
