Summary:
Technological progress over the last few decades has made life easier for everyone in everyday life. This progress is based on the use of substances, mostly dangerous. The armed forces of a state are a dynamic part of its society, whose mission ις intertwined with the concept of danger.
This paper presents a presentation of the institutional framework for the management of dangerous substances in the Republic of Cyprus with reference to its armed forces and the disaster that occurred in July 2011 in Marie Cyprus. Its purpose is, through the presentation of the legislation in force in Cyprus and the events that caused and followed the eruption in Mari, to record the conditions and the way the situation is handled by the competent authorities of the Republic of Cyprus.
The work starts from the use of hazardous substances in the workplace and in modern society in general by linking them to technological accidents and disasters. It records the risks posed by the use of hazardous substances in humans and the environment in order to introduce the reader to the subject of the study.
The following is presented an overview of how hazardous substances are managed internationally by recording international conventions and regulations, international organizations and programs dealing with the management of nuclear, chemical and other hazardous materials and substances. In addition, reference is made to initiatives taken internationally concerning the management of dangerous substances in military installations and activities.
Then, the management of hazardous substances at European level is presented respectively by recording the European regulations and directives relating to hazardous substances and how they are classified within the European Union.
The following is a record of the legal framework applied by the Republic of Cyprus in the field of dangerous substances, which is found to be fully in line with the European management framework.
The work deepens the management of hazardous substances by the National Guard - the Armed Forces of the Republic of Cyprus - by studying the whole spectrum of physical security - storage - transportation - utilization - destruction up to the collection of waste from their use in order to provide the reader with the information needed to understand the events that took place before and at the time of the disaster.
Particular emphasis is given to the way in which the armed forces of the Republic of Cyprus are handling ammunition and explosives in order to be closely linked to the management of the cargo stored in Marie in February 2009. For this purpose, the actions of the competent authorities of the Republic of Cyprus from the seizure of the cargo with dangerous substances of type 1.3 and 1.3C, its storage and handling until the time of the explosion on 11 July 2011 are described in detail.
The work ends in useful conclusions about how Cyprus led to this enormous disaster and το the omissions of the competent authorities that cost the lives of 13 people and caused serious technical and financial problems in the country.
