Τhe L’Αquila earthquake of 6th April 2009. The multidimensional management of the crisis by the Italian authorities
Summary:
Ιntroduction: Νatural disasters are events with negative effects on humans and the environment. An important category of natural disasters are earthquakes which affect a large proportion of the world’s population and can bring about a crisis in the areas affected by the earthquakes. A typical example is the devastating earthquake of 6 April 2009 in the Italian city of L’Aquila.
Purpose: The primary purpose of the study is to analyse the disaster management at all levels in order to learn useful lessons, emphasizing that the prevention of a disaster, emergency management and post-disaster recovery are situations interrelated each other.
Methodology: A systematic review of the literature based on key-words was carried out in the electronic databases of Pubmed, Scopus and Google Scholar using the Prisma Statement.
Results: A total of n=5095 came forward in which n=20 additional sources were added. In the next stage, n=129 duplications were removed so the total number of studies are n=4986. Of these, n=4830 were rejected based on the reading of their titles or their abstracts, as there was no relevance to the topic. The full arcticles of the rest of the studies (n=156) were evaluated with full reading and n=84 arcticles were rejected as not relevant to the inclusion criteria of this study and as a result, remained n=72 sources in the review.
Discussion-conclusions: Italy, despite is a seismic country, lacks of of disaster prevention culture. Despite these shortcomings, however, it was an example for the management of the emergency phase. The recovery of the city and its reconstruction were characterized by long delays for a variety of reasons. As a result, there must still be a number of improvement efforts with respect for the specificities of local communities.
