Summary:
Floods are a major issue for the security of the world's population, as they are linked to significant human losses and have a major economic impact, as a result of the calamities that follow.
Floods affect more people than any other natural disaster and concern the global community because they affect both developed and non-developed areas. This is due to the increase in population density and the expansion of more and more human activities in high-risk areas.
Due to the growing scale of the phenomenon the last years, governments all over the world have been motivated to strengthen operational plans to deal, coordinate and manage severe flooding. Such plans aim to strengthen Civil Protection and call on the interested authorities to take actions to reduce the risk of flooding. The effort of managing and coordinating these phenomena is being made both at national level, through the central services of the state, and at local level, through the Decentralized Administrations, the Administrative Regions and the Municipalities.
In this literature review, an attempt is made to understand and operate the mechanisms of the coordination, management and way of dealing with flooding in Greece. This will be achieved by understanding the significance of proper preparation for managing, coordinating and tackling severe flooding by formal bodies and local communities. Especially nowadays that the intensity and frequency of such phenomena is increasing, due to human interventions and climate changes.
In this thesis, the theoretical framework of flood and flood risk is initially introduced. Subsequently, the effects of floods are analyzed, as well as the accompanying phenomena caused by floods. Important issues that are addressed are flood control planning in Greece, as well as flood risk management plans. It also focuses on the Civil Protection mechanism and the responsibilities of the Bodies for better coordination, on the measures to counter the floods, but also on the closer cooperation of stakeholders involved in addressing flood risks. Finally, it refers to the operational response during the development of the event and to the decisions to be taken during the operations, as well as to the search and rescue carried out for any trapped people.
