Summary:
The prolonged duration of the economic crisis in Greece, has resulted in an increase
in the phenomenon of human capital outflow, which is also known as "brain drain".
Between 2008 and 2015, 700 thousand immigrants left Greece, of which, a significant
percentage concerns young people, unmarried and highly qualified people. More
specifically, 21.8% of immigrants constitute a high quality workforce. This outflow
has a negative impact on the country's GDP, as the growth of the economy relies
heavily on this population group. Factors that contribute significantly to the flight of
scientific staff are high unemployment, the current economic situation, low growth
rate and lack of political will to promote excellence and provide opportunities for
progress. The need to delineate aspects of the phenomenon and to study its
characteristics is imperative, as its intensity and dynamics are strong. In addition, the
reasons and causes of the intensity of the phenomenon need to be investigated and its
effects on the domestic economy identified.
The purpose of this study is to attempt to answer the above questions and to propose
useful actions and policies to contain, reverse the phenomenon or even to turn the
negative consequences for the economy into positive ones. The findings of the study
show that the intensity of the phenomenon increased during the recent economic
crisis, both in terms of size and duration. It also appeared that a significant part of the
migration flow concerns the young, healthy, highly educated and skilled part of the
domestic workforce. In addition, the study showed that other causes for the intensity
of the phenomenon should be sought, in addition to the economic crisis, such as the
long-term structural weaknesses of domestic production, the weaknesses of the
education system and the inability of the domestic economy to attract and retain
talents.
