This dissertation examines the political and economic structures in the territory under the authority of Ali Pasha Tepentelenlis. It is a huge geographical area, which extends to a large geographical area that includes most of central Greece (up to Thessaloniki), a significant part of Western Macedonia (inside and outside the borders of the modern Greek state) and almost of the present-day southern Albania. The of Ali Pasha Tepedelenli's authority and action take place in the historical reality of the Balkans, where from the middle of the 18th century the consequences of the multifaceted crisis manifested themselves, which plague the entire system of Ottoman regional administration. The main symptoms of this crisis throughout the Ottoman Empire were the rise of lawlessness and banditry, the continuing change in the structures of the rural economy, and the strengthening of the power of the regional Muslim rulers (ayan).
Ali Pasha, in more than 33 years of his rule, has implemented a centralized model of government, while pursuing a wide range of economic activities, within the pre-capitalist traditional economic system. Its course from the administration of Sancak of Trikala (1786) and after Ioannina (1788), but also its definition as Derbendat nâziri for the area of ​​Western Roumelia shows a continuous effort of expansion in various ways that prevail. Ali Pasha is actively intervening in what is happening in the vast area he controls, shifting in his favor the balances that have been formed in the local communities. Maintaining the position of Inspector of Dervens together with a network of çiftlik relations, hiring mukatâ'a and malikâne, in the dark landscape of the Ottoman institutional framework, where older institutions coexist with newcomers or are maintained with different content. legality of intervention in geographically extensive land cases in mainland Greece and southern Albania. The Ali Pasha Tepedelenli's power and action, within the Ottoman institutional framework in the specific geographical area and historical context, is characterized by a territory system of social, economic (commercial, financial, tax contributions), political (administrative and military) networks and external configured and used to achieve the objectives and meet the needs-requirements Ali pasha's governance. The investigation of the political-administrative, economic and social structures aims to highlight, both the system of Ali pasha's power in its entirety and its individual components, as well as the political-economic and social reality of the pre-revolutionary Ottoman occupation of the Greeks and region of southern Albania. The historical approach of the action of Ali Pasha and his family, in his individual forms and events, through the study of his individual structures, aims to show in what ways and to what extent it was built, during the long period of Ottoman Rule in the present days Greek and Albanian territory. Finally, to prove, through the historical approach and analysis of its individual components, the historicity of this formation, which by some scholars of the Ali pasha's phenomenon was misused as the "state of Ali Pasha".
