Summary:
The European Water Framework Directive 2000/60/EC, is a holistic and innovative effort to protect and manage water resources, which arised after a long period of discussions and negotiations between the member states of the European Union (EU) and is the versatile tool for the long-term sustainable management of water and ecosystems in European territory.
The main feature of the Directive is the use of the River Basin as a basic unit for all planning and management actions related to water. In other words, it’s recognized the fact that water has natural and hydrological limits, but not political and administrative.
River Basin Management Plans are a photographic snapshot in time, and need reevaluation and updating, with a final purpose the achievement of environmental objectives of the Directive 2000/60/EC.
The Directive enacts a framework for the protection of all water systems (surface, transitional, coastal and underground), which prevents their further deterioration, while protecting and improving the state of water resources, and sets as an environmental target the achievement of "good quality status" for all water systems (WS), until December 2015.
The objective of this diploma thesis is to present the current legal framework for the environmental management and protection of water systems (WS) in our country and the evolutionary process of its harmonization with the European water law, to be evaluated the course of implementation of the Framework Directive 2000/60/EC in the Water Departments of the Greek territory as well as the objective difficulties of its implementation, and be analyzed on the basis of the principles and the guidance documents of the Directive, the actions of the integrated environmental management and the perspectives of water systems in the Water Department of Attica (EL06) through the comparative evaluation of the approved management plans.
