Summary:
From 2015 Europe has been the biggest attraction of a new dimension of migration and refugee flows from countries affected by security crises such as Syria, Afghanistan, Iraq. The magnitude of the unpredictable flows that has reached Europe in recent years has sparked a series of different reactions in the Member States of the European Union, due to the rapid and evolving situation they have been called upon to deal with promptly and effectively, and brought to the forefront provide specific levels of protection. Although the institutional framework for the protection of human rights and the refugee issue has greatly expanded in recent years through systems, instruments and procedures, there remains a long way to go before most are implemented in practice, due to the shortcomings that states that have received the greatest flow pressures are facing.
In this paper we will focus on the issue of unaccompanied minors who arrived in Greece with the refugee flows of 2015 and beyond. The second chapter will analyze the demographic and social characteristics of children who decide to immigrate, the reasons that lead them to the immigration decision and the reasons why they are not accompanied by their parents and the ways in which they enter the country.
The third chapter deals with the legal framework for asylum issues in both international law and European and national law. The protection mechanisms and institutional structures set up for the reception and protection of unaccompanied children will be examined, and how the legal framework established in practice is implemented.
The fourth chapter focuses on the two main problems and challenges that the state and the institutions have to face in the implementation of the legislation. These are the determination of the minority of the person applying for asylum in the country and the identification and effective protection of the minor victims of human trafficking.
Issues of social inclusion, support and housing for unaccompanied minor children, reception programs and their access to education and health, and relocation to other European Union countries are also being considered. Finally, we also see the role of civil society and non-governmental organizations (NGOs) in the protection of unaccompanied minors
