Summary:
With the present, study an attempt was made to analyze the concept of the New Public Management, its general characteristics as well as its effects, mainly in the field of higher education. At the same time, because the philosophy and the framework of application of the NPM principles link the improvement of the quality of the organization directly with the concepts of governance, efficiency and management, we analyzed these concepts for a better understanding of the effects of the New Public Management.
Then, the concept of educational evaluation was examined, because the mid-1990s in most European countries, the quality and evaluation of educational work are considered as two interdependent concepts, constituting the main goals, axes and directions of educational reforms.
In addition, an overview of the implementation of N.P.M. in some European countries, as it was not applied universally and as such in all parts. The result, of course, of the New Public Management is the emergence of the concept of quality. That is why an attempt was made, with the present study, to connect historically the course taken by the European Quality Assurance, during the two decades of the existence of the Bologna Process.
Through a comparative approach to the quality evaluation mechanisms developed during the scheduled Ministerial meetings every two years, we captured the changes and transformations of Quality Assurance both in a conceptual framework and in the context of a political process, multi-level Governance and multiple bodies.
At the same time, we presented the main points of the discussion on quality in Greece, through a historical review, in the period 1974-2020, recording the main points of Law 3374/2005, which concerns the Quality Assurance in Greek higher education.
Finally, we examined the application of this international European policy in the Greek reality through a case study, the comparison of the external evaluation reports of the Technical University of Crete and the National Technical University of Athens, recording our conclusions.
