Summary:
This paper addresses the issue of the "National Transparency Authority". Before attempting a detailed description of the components, the goals as well as its responsibilities and furthermore to stress the necessity of this establishment, it is firstly imperative to provide a clear definition of the phenomena of corruption and mismanagement which have deeply affected Greece over time. This includes, moreover, a walk through the topics of ethics of etiquette, the building blocks that must be held by each Audit Body and service leading to not only the list of actions taken since the inception of the Authority but also to their evaluation.
More specifically, after a brief introduction, which summarizes the topics that are analyzed within the paper and presents the reasons that led to the creation of this work, it is followed by the main part of the analysis that has been divided into six chapters.
The first chapter examines the phenomena of corruption and mismanagement, and refers to the role of Control Mechanisms in combating them. The second chapter explores the administrative reality before the establishment of the "National Transparency Authority", with particular emphasis on the Audit Bodies that have operated in the Greek Public Administration in recent decades. In the third chapter, emphasis is given to the reasons that made imperative the creation of "National Transparency Authority", the purpose and the individual objectives in the realization of which the Authority intends. In addition, the responsibilities of the "National Transparency Authority" and their scope are presented, while reference is made to the personal and operational independence of its governing bodies. The chapter is supplemented with a brief presentation of the National Coordinating Body of Audit and Accountability (NCBAA), which is integrated in the Authority.
In the fourth chapter an attempt is made to highlight the phenomena of ethics and etiquette and the way in which they appear in the case of the "National Authority Transparency". In order to better understand this connection in this chapter, a descriptive analysis of the concepts of ethics and etiquette is made, which is followed by a brief presentation of the main points that make up the "Code of Ethics and Good Administrative Behavior of the staff of the National Transparency Authority ", as well as the" Code of Professional Ethics of Inspectors and Auditors of the National Transparency Authority ".The fifth chapter presents the main results that have been delivered by the "National Transparency Authority" from the beginning of its operation until the end of the "National Strategic Action Plan to Combat Corruption" (NSAPCC) for the years 2018 - 2021. The sixth chapter presents the planning of the "National Transparency Authority" for the future, as well as the brief presentation of the goals of the "National Strategic Action Plan to Combat Corruption" (NSAPCC) for the period 2022-2025. Finally, the main conclusions that emerge from the analysis of the Main Part are presented. The work closes with a short epilogue, which contains some thoughts on previous topics reviewed in this elaborate effort to give a comprehensive view of the matter.
